Clan Name: Halkai Cela
Clan History: The Halkai Cela is a fifty year old order of monks from the island in Canyon Country. They are much larger in population than their sister clan, and often allow outsiders to become initiates into their order. They are famed masters of the little understood Shine Release, which is frequently practiced in elaborate ceremonies. Supposedly, their advanced element symbolizes their worldview- everyone has their own inner light, and thus everyone carries the potential to be good.
They tend to favor monastic weaponry on the battlefield. Unlike the Dhulo Cela, they are ruled by one head monk who is advised by a council of elders. These elders, however, hold little to no political sway over the rest of the clan, and are often the head monk's closest friends and family from earlier in life, as well as the previous head monks of the Halkai Cela. The head monk usually holds his position for nine years, or until death.
The monastery values tradition, but acknowledges that laws must change with the times. Unlike the Dhulo Cela, they are a bit more eager to excommunicate members of the clan. Each excommunication is decided on a case by case basis by the head monk. When excommunicated, it becomes impossible to learn new Shine Release techniques from the monastery library unless you develop them yourself.

-Hammer of the Gods: Trained in weaponry from a young age, users who take this trait gain an additional secondary specialty slot exclusively for weaponry that must be trained.
