Sameonna Hoshigaki
Rank:
Umikage Age: 26
Gender: F
Appearance:
Sameonna stands at just over 5'6" tall, her body figure rather slender and athletic, weighing in at only 125 lbs. Her hair is a shade of darker gray, similar to the palms of her hands and pads of her feet. Her eyes are a wonderful collection of oranges and yellows, coalesced into the pupil in a whirlpool-like swirl which subsequently reflect and filter out light sources. Her hands and feet have very small, almost unnoticable webbing, as is expected of a Hoshigaki descendant.
Her skin color is a mix of light and dark blues, and has a sharkskin texture and composition to it, which can very well cause lacerations or tears when making contact with things like skin or clothing. Her attire consists of shoulderpads made of a coarse metallic substance, assumed tube cobalt, connecting her cloak which drapes down her back. Her hair on a typical day is bound into a bun and covered by either her Umikage hat, or her Mizu headband. Both the cloak and shoulderpads are adorned with blue and white colorations. Her torso is protected by chest guard similar in composition to the shoulderpads, underneath of it being a chainmail dressing.
Her chestguard bares the emblem of Shimagakure in the direct center between her cleavage. Her pants are reminescent of her cloak and chestguard, also being interwoven with the same cobalt metal as kneepads and shinguards. Her footpads are that of the standard shinobi, woven and manufactured to reduce noise when walking or running.
Her arms are protected by cobalt metal layers, three in fact, which cover her upper arms and conform into elbow pads and wristguards which cover the outside of her forearm. She wears gloves that have the fingertips exposed, blue in color, which are engraved with the Shimagakure emblem on the dorsal part of the right hand, and a Mizu emblem engraved on the dorsal part of the left hand. The phalanges of her knuckles are also plated with cobalt to potentially increase impact damage when landing a punch.

Personality: Strangers or people who had often heard of Sameonna confuse her independence and strength of spirit for a rash personality and a headstrong disposition. However, the truth of this matter is that she has developed an uncanny ability to read peope and identify their underlying motives and intentions. She is a true champion of her people, and a pioneer of Water Release techniques. Sameonna respects life in all of its forms, and will do anything in her power, including laying down her own life, to ensure their survival. She will refuse to see harm come to any innocent in her presence. Sameonna largely prefers action over words, leading her to develop a great admiration for the late shinobi Hybris Kinkotsu no Kaguya, a devious Shimagakure ninja who had lived many years before Sameonna had even been thought of. It was this pinnacle of a kunoichi that would drive Sameonna, and is what paved the way to be what she is today.
However, having retired several years earlier, until her sudden appointment as Umikage, Sameonna spends much of her time alone and away from the rest of civilization, convinced that all it ever has really done was breed a society of warfarers and barbarians. Although Sameonna has done her share of killings, there was certainly no doubt of this, but for her, they were a sign of peace. One step closer to tranquility with each violent encounter. Killing was not always her intention though. There had been many ocassions where Sameonna had pleaded with her opponent to leave before the fight had started, as taking the life of another person, shinobi or not, was quite a thing to attune yourself alongside. Sameonna, despite her professional military track record, still has not accepted unnecessary death as a part of ninja life.
Due to Sameonna's hermit-like behavior, she would exhibit that life alone is fairly insular, though she welcomes visitors with warm lodging and hearty meals in exchange for stories about the outside world. Her morals and values are simple, with most of them revolved around a strict code of honor that she follows, one which included pleading with her opponent to leave before combat ever took place. Sameonna mostly spends her days now developing techniques or training people who happen to pass her on their travels. While doing this however, she has become a worldwide sensation and one of the leading authorities on strategic coordination and Water Jutsu specializations. Considered among the most dangerous shinobi Shimagakure has birthed, Sameonna is definitely no joke, and as humorous as her jokes may be, she should never be considered one.
History:
Born under the extremely strict tutelage and supervision of Ishamashi Hoshigaki and her older sister Akaiha, Sameonna had quickly surmised that she had big fins to fill. As a child living in Shimagakure she was under constant scrutiny and criticism for what was expected of her from a combative standpoint, and her father made it an adamant point to make sure she was prepared for the world she was going to be living in. Sameonna would not fully understand his motives until her later years as a Genin. Prior to this event, Isamashi had stepped down from the position as Umikage.
Up until her promotion from the seafaring academy known as Takiakademi, or the Waterfall Academy, Sameonna spent many of her younger years harnessing and mastering the fundamentals of Water Release. Shown to be extremely proficient using techniques revolved around this element of fluidity, Sameonna was proven to be among the most efficient shinobi of her graduating class, and quickly was recognized as quite literally the best student to graduate from the academy in many years.
Finding her calling in the skill known as Silent Killing, Sameonna emphasized her fighting style around this tactic and utilized her abilities to their fullest potential. As a Genin, Sameonna had proven to be extremely quick-witted and strategically inclined, as she was often never so much as touched in light sparring sessions or combat as a whole. This inevitably lead to a decline in physical durability on her part, but she would tend to more than make up for that in terms of her ferocity, tenacity and chakra levels.
Around a half a year after her promotion to Genin, the Shima-Numachi war had began to consume the political establishment of the village, Sameonna recognizing the importance of service to her country - especially being the daughter of the man leading the nation in this time of strife. Accordingly, she spoke to her father and volunteered to fight in the coming battles. As delighted as he was worried, Isamashi approved of her request and allowed her to enlist on the frontlines.
During this time, Sameonna was stricken with the news that her older sister Akaiha had been slain by a mokuton user during a lengthy attack that spanned over the course of several days. Her father seemed to take this news especially difficult to grasp, and as a result, reinstated himself as Umikage and lead a full assault on the swarming Numachi warbands, the likes of which had never been seen before. Finding solace in Sameonna, he had initially asked her to withdrawal from the war in an attempt to hopefully keep her safe from the dangers of warfare. Sameonna, having developed an almost lustful disposition for the defense of her village, declined.
Having his request rejected, Isamashi instead chose to utilize Sameonna's talents to the benefit of the onslaught, and tasked her with the defense of the western coastal border. In this instance, the province came under heavy attack from members of the Inuzuka clan, fleet after fleet being dispatched to the location in an attempt to overwhelm the defending forces. This move, they inevitably would soon discover, was a fatal error. Sameonna stood toe to toe with nine of her best friends from the academy in a week-long battle that would end up crushing the invaders and their pursuit of the western province.
Sameonna took the leadership position of the squad and instructed them to blanket the entire oceanic territory with a heavy layer of mist, constantly blinding the oncoming fleets. This caused many of them to have navigational issues and a mass of them would collide with one another, the soldiers whom boarded the sinking ships becoming food for the sharks swarming beneath them. The ships that happened to get close to the coastline would befall an even grimmer fate, however, as they were met with Water Release techniques that would time and time again drown the shinobi and their animal companions.
By the end of a fortnight, ships seemed to lay scattered along the coast, and the ocean itself dyed red with the blood and bodies of the defeated Inuzuka soldiers. It was no less a sight of horror than it was a sigh of relief, the small squad of Shimagakure shinobi practically drained of their chakra and energy entirely. Sameonna set up a defensive perimeter, stationing a Shimagakure ninja every thirty feet along the coastline in a stalwart effort to make sure any surviving soldiers or remaining ships were eliminated. The number of enemy soldiers who had died during this pivotal event to this day is still unknown.
Sameonna retracted from the frontline and returned home to the capital of Shimagakure, where her father had been waiting for her arrival. He had informed her that he'd avenged the death of her sister, his eldest daughter, by slaying the ninja who had killed her. The following week, a press release had been published marking the end of the Shima-Numachi, or "Three-Year" war. Isamashi and Sameonna collectively grieved over her death for the next few years, Sameonna herself eventually growing to accept it and move on. Her father however, grew mentally unstable, before yet again stepping down as Kage.
This time however, before doing so, he appointed Sameonna as the Umikage, stating that her dedication and loyalty to the village and its success has never been more prominent than was shown during the war. Sameonna graciously accepted the title, and went on to become one of the most influential and cogent leaders Shimagakure had ever bore witness to. As such, she created a tactical military presence and commanded an entire legion of shinobi who had an unquestionably powerful occupancy. Following these events, Sameonna had also enlisted a naval force to defend the country's surrounding coasts and seas, and had command installations placed strategically throughout the village as an informational relay component.
Isamashi had since retired and let Sameonna take on full responsibility of the village as a whole, Sameonna being counseled by a hypercompetent Hozuki woman named Shizune, whom acted as her secretary and head of the intelligence department of her vast military organization. Now enveloped by peace, Sameonna continues to remain steadfast and in an everlasting state of trepidation, always anticipating and envisaging the potential events that could either empower or destroy what shes managed to engender.

Other Notes: A silhouette stood atop a mound of sand, the shadow cast by the sunset cascading across the sky from the west in every shade of rainbow imaginable. Granules slip between her toes, seashells and carapaces being carried along the coast by a gentle yet inviting current. Clouds strewn overhead, one happens to cover the sun during a pass, the shadow baring a likeness to a humanoid figure as its darkness captivated the coastline below. Seagulls can be heard, chirrups and warbles amassing into a cacophony when paired with dolphins making their way east along the strand. Trees in the distance would gyrate, their long and luxurious palm leaves following suit.
The breeze picks up every now and again, a gust paying the lido a visit. Sameonna's hair would flutter about, dancing in the wind as it brushed against her face. The calming sound of waves reaching ashore sends a chill down her spine, mitigating the anxiety of the tenuous responsibility that was the position of Umikage. Absolute peace and relaxation would wash over her, as this was her domain. The environs of the oceanic scenery seemed to be the very essence of her livelihood, and a love of the sea is what would navigate her to it like any other aquatic creature. After all, she was a Hoshigaki, and this is where her selachimorpha brethren came to fruition.
Her animalistic tendencies were often suppressed by the often long and dreary days spent doing paperwork or reading mission briefings. There were sometimes months at a time where she would quite literally find herself doing nothing but signing her name on official documents for diplomatic or political use. She found that her talents were much better put to use as an academy teacher or something along those lines. Teaching students how to master the use of the water element and the techniques and tactics employed while using it. Every now and again she would catch herself reliving the horrors of the Shima-Numachi war. The rush of bloodletting both enraged and excited her simultaneously.
This was not how Sameonna had anticipated spending her time as a Kage, though the primary of her position was to set up the village for success, whether she was alive or dead. She did this exceedingly well however, despite her thoughts of not being capable of leading an entire village. This was something that even Isamashi, her father, would attest to - and he often complimented her on a job well done around every corner. The cornerstone of the foundation of the village was revolved around her groundbreaking command stations which she had strategically positioned in specific areas throughout the village and all along the coastlines, founded along every mile between each other across the entirety of the seaboard.
Another endeavor, one Sameonna felt was absolutely necessary to strengthen the village, was the emergence of a specialized task force whose primary function was to make sure secrets and possible defectors who became truant or attempted to leave the village after acquiring sensitive information would be either stopped or eliminated. These would go on to be known as the Huntānin, or Hunter Ninja, a very select group of special operatives trained in the arts of tracking, marksmanship, elimination techniques and interrogation tactics. Accordingly, these ninja would be an integral internal sect who only took orders from the Umikage, and Sameonna made short work of their deployment.
She would then go on to appoint a number of them as shopkeepers, tradesman and even politicians or those with high diplomatic standings. This was to effectuate and necessitate the need for a higher security force, an addition to the already powerful military and naval forces that would form a conglomerate capable of gathering, analyzing and act on any and all information or intelligence available. Sameonna has yet to require the services of the Hunter Ninja, which is relieving at the very least, though made sure the entirety of the village was always secure by having them perform routine patrols, implementing them into the civilian lifestyle, concurrently making it almost impossible to identify them or compromise their positions.
Sameonna thought the unique composition of her affairs would ultimately strengthen the resolve of her people, Shimagakure itself having never had the economic value it currently possesses today. Through exotic food trade, weapons manufacturing, textile industries and ship fabrication, the village itself seemed to be booming with business and the level of augmentation would prove fruitful for the benefit of the citizens whom would take advantage of commerce. This turned the once wartorn island chain that was Shimagakure into a thriving and self-preservating country, Sameonna believing she had set up the village to be successful even long after she had passed away or retired as the Umikage. She would stand, heading back toward the Umikage offices. Kissing a seashell before her departure, she'd throw it back into the water. One day she would return back to where she came.
